11/18/2008"Computer Associates Microsoft Dynamics for Distributors Software Helps Importers Comply with Consumer Product Safety Improvement Act (CPSIA) of 2008"
November 18, 2008 — Computer Associates (CAI) today announced that its Microsoft Dynamics for Distributors software has been enhanced to support the new product testing and certification requirements mandated by the Consumer Product Safety Improvement Act (CPSIA). Prompted by a surge in highly publicized recent toy recalls, this new legislation imposes strict guidelines and penalties for non-compliance.

Beginning November 12, U.S. importers must provide their distributors and retailers, along with customs agents and, when requested, the Consumer Product Safety Commission (CPSC) with a General Conformity Certificate showing that the product has been tested and that it complies with all applicable CSPC rules, bans, standards or regulations. The certificate can be issued in hard copy or delivered over the Internet or via some other electronic mean.

Failure to comply will mean that products are denied entry into the country and can be destroyed. In addition, businesses can be subject to a substantial monetary penalty for each failure to provide a General Conformity Certificate. Consumer products are defined as any product produced or distributed for sale to a consumer for use in the home, at school or for recreation.

Microsoft Dynamics for Distributors Provides Out-of-the-Box Certification

To support the new certification requirements, Computer Associates’ Microsoft Dynamics for Distributors now provides for fast access, retrieval and distribution of all required product certification data. A user-configurable module lets you define and produce detailed General Conformity Certificates. The certificate can be in the form of a label on the product, an attachment on the shipping container, or an electronic document which can be provided to your freight forwarding company to ensure that the product is in full compliance.

With Microsoft Dynamics for Distributors, you can quickly produce General Conformity Certificates that specify:
  • The manufacturer, importer or private labeler issuing the certificate and any third party on whose testing the certificate depends, by name, address and phone number;
  • The date and place where the product was manufactured and date and place of testing;
  • Contact information for person maintaining test records;
  • Citation to each applicable standard, ban, rule or standard for which testing was performed;
The General Conformity Certificate can also identify the particular CPSC rule, ban, standard or regulation that applies to that product as well as the importer issuing the certification.
